Sounds like phimosis. Don’t worry, you don’t need a circumcision. I had the same thing when I was a teenager and you got options!
Look into stretching and steroid cream, you can make your foreskin stretchy enough to fit the head through, just takes time
More immediate fix is what I got, which is what I think is called a dorsil slit, a small incision on the tip of the foreskin to make the opening bigger to fit the head through. I only got this as my case was an emergency (foreskin was stuck behind my head) and you’ll have to deal with stitches/swelling/and other such things as you heal, but I’m pretty happy with it, as I got to keep my foreskin and everything moves fine.
