@[deleted] - kind of. What we call 'phimosis', the Japanese call "true phimosis". They use "false phimosis" to denote when the foreskin is covering the glans. Sometimes "phimosis" by itself is used to refer to either situation. I've also seen "circumcised" used to mean that the foreskin has been pulled back but I don't know if this is standard usage or just an example of Japanese netizens' understanding of grammar being as bad as that of English-speakers.
