Yep, it sure was.
I was thinking about it and maybe they were making fun of pro-circ types. The guy operating in his garage and offering to circumcise men, women, children and even dead people of any religion was actually kind of accurate. The slight exageration was that he didn't give the adult male even slight pain relief... unless you count the softball he stuck in his mouth :-) Usually it's just infants in the US and teenagers in Africa who don't get pain relief.
A lot of these clinics will cut anyone and because it's politically incorrect to regulate genital mutilation since it's "religious" they get away with dodgy practices. Also, I've read that a lot of religious people get their still borns (dead babies) circumcised as a precaution to make sure they get into heaven etc. So again this spoof video was actually pretty accurate.
