It's too bad they reinforce the idea that it's always supposed to retract by itself when hard. Not at all true. And it doesn't necessarily mean you have phimosis.
Yeah, the Japanese use "phimosis" to mean that the foreskin still covers the glans when erect, often clarified as "false phimosis". They refer to actual medical phimosis as "true phimosis". This might be a translation issue as much as anything.
And they also call a penis with foreskin retracted "circumcised"!
