Pearly penile papules.
I had those too. I had them zapped off by a dermatologist. I got a referral to a guy my GP recommended and instead of him one of his colleagues turned up and she turned out to be an attractive blonde.
Yes, I know this sounds like the beginning of a made up fantasy story but it's true. Unfortunately she was very professional about the whole thing. At the point where she should have said 'I have to get you hard for this procedure' she just matter of factly pulled my foreskin back and said yep those are PPPs, electro needles work better than lasers for these because they cook them from the inside instead of removing a surface layer of tissue.
I didn't get hard because I knew that a needle was coming. Even with a local numbing cream it still hurt.
She did mention in passing that she does the procedure once every few months and that she had a patient with a totatoo on his penis which she reckoned was a 'a bit full on'. But that's about as chatty as she got unfortunately.
Actually she did say that I really handled the procedure well--that most guys would have done more than gasp a little. Afterwards it occured to me that I should I have speculated to her that maybe I have a high threshold for pain because I'm uncircumcised but I didn't think of it at the time. I was too busy trying not to scream everytime she zapped one of the papules and trying not to pass out when one of them bled. She just dabbed at it with a bit of guaze and said 'that's annoying, it makes it hard to see but that's why I can't just cut them off--they have all these tiny little capillaries. All very clinical :-(
But since then I've gotten compliemnts from women about how nice and smooth my head is :-)
