I wonder. The foreskin opening doesn't look all that constricted, so it seems possible that the foreskin is still adhered to the glans. My foreskin didn't retract until I was 13 or so and it wasn't from phimosis but it was just still attached to the head. Which apparently isn't all that uncommon.
