Yeah, there's the link and there's a decryption key. You can either post a link publicly and then share the key separately, or you can copy and paste the whole link+key.
You don't need a mega acct to upload - it works like rapidgator and all the others except it uses client-side encryption, hence the key. However, it's certainly easier to manage your uploads and you get 50 GB for free so why wouldn't you sign up?
