Probably for the same reason they do everything else the same way and in the same sequence: it's been focus-grouped and tested to appeal to the lowest common denominator.
They've undoubtedly discovered that circumcised males aren't comfortable seeing intact penises. Since that's the biggest single constituency, that's what they'll cater to.
