it depends on whether you want a quick fix or not. Unfortunately, many people who decide to do something about it are either uninformed or, worse, misinformed (by friends or medical practitioners) and think that a circumcision is the only option. This is particularly the case in North America where there is still considerable ignorance and/or fear of foreskin.
Unless there is scar tissue, you can almost always use devices and ointments to stretch the opening as wide as you wish. There's quite a bit of info on the web about this, both medical advice and personal accounts.
Even if you chose to have surgery, a full circumcision should be a last resort. The phimosis is usually constrained to a small area near the tip of the foreskin, so it's only necessary to have this part cut off, leaving you with pretty much full coverage. Alternatively, you can have a short lengthwise slit cut into the tip to loosen it enough to retract.
