Sounds like the chorus to me: "Down to the floor, now let me see your hips swing. Now drop it low and let me see your hips swing."
It might not be the original album version altho' it's hard to tell because the dynamic range is really compressed and the bottom end is missing. Sounds a little more up-tempo too but that might simply be a video framerate mismatch.
