First off hi Leila, I forgot about you, I think I sent you a message a long time ago lol. Well anyway, I've seen videos in the reverse as well. With a guy who is not circumcised but can pull down all the way and it stays until he decides to cover it. If I remember to look for it tomorrow I will post the link. I think guys like that have a fine balance of frenulum removed or broken during childhood, and really loose foreskin.

As with most things, there are always outlier cases. I haven't seen many penises in real-life so all this is from porn.

I've seen circumcised cocks where more than half of the glans was covered by skin when flaccid but exposed when erect (altho' the guy could pull his skin up to mostly cover it again) and I've seen uncircumcised where only half of the glans is covered when flaccid and not at all when erect.

I think the prominent scar and difference in skin tone is what is throwing off here. I can honestly say that I am circumcised and I can force the skin, even when hard, to cover about 90% of the head. It doesn't stay that and will immediately go back, but there's quite a bit of movement.
