I can't point to a specific case, but it's been my impression that porn sites get targeted by news organizations from time to time. It makes a good story. They find some questionable material, the site owner cleans things up and swears it will never happen again.
The news goes somewhere else. The owner quietly ends his surveillance, and the questionable stuff starts finding its way back in.
