I think that this is most probably because your penis is smaller due to it having less blood volume because cocaine is a vaso-constrictor.
Ironically, snorting (or eating / injecting) coke does tend to make guys more horny (not sure about girls). However, if you apply it directly to the inner surface of your foreskin (or, to a lesser extent, the head of your penis), some of it will get absorbed and will numb the area like it does in your mouth.
