I.e the context for that tweet shows that she was neutral on the topic of circumcision in general and did not force him.
Also it doesn’t make sense to assume her preference on the topic in general only by looking at the exclamation points as they are often used when making an announcement in general it doesn’t mean it is positive or negative especially in her case as the context of the previous tweets state that the was fine with his foreskin but was only concerned about the extreme phimosis
